Huangchen Park (环城公园), also known as Jinan City Ring Park, is situated along the banks of the city’s moat. Stretching 6.26 kilometers and covering an area of 40.7 hectares, the park features elegant garden architecture and lush greenery, seamlessly connecting the Baotu Spring, Pearl Spring, Black Tiger Spring, Wulongtan Spring, and Daming Lake. This creates a picturesque landscape centered around the heart of Jinan’s iconic spring waters.
The park is divided into three main sections: The East Moat, which is predominantly a plant landscape area, is divided into four seasonal zones: Spring, Summer, Autumn, and Winter Gardens, each showcasing unique flora and scenery; The West Moat is split into two segments: the southern section features the “Five-Three” Flower Memorial Garden, while the northern section is home to the Quanshui Water Landscape Garden, highlighting the park’s aquatic beauty; The South Moat, particularly its eastern segment, is centered around the Black Tiger Spring, creating a harmonious blend of springs and rock formations in the Quanshui Garden.

Four Seasons Garden
This garden is divided into four distinct seasonal zones:
- Winter Garden: Planted with pines, bamboo, and plum trees, the Winter Garden is perfect for enjoying snowy landscapes.
- Spring Garden: With lush green lawns and vibrant spring blooms, this area is ideal for appreciating the rejuvenation of nature.

Spring and Rock Garden
Located at the eastern end of the South Moat, the Spring and Rock Garden centers around the Black Tiger Spring. This famous spring is known for its powerful jets of water that resemble a tiger’s roar. Surrounding the Black Tiger Spring are more than 20 other springs, including Nine Maidens Spring, White Stone Spring, Ma Yao Spring, and Pipa Spring, which collectively create a dazzling display of water features.
The garden is also characterized by its intriguing rock formations, which blend seamlessly with the surrounding springs. Traditional structures such as Qingyin Pavilion, Wulian Pavilion, Pipa Bridge, Banyue Pavilion, Golden Tiger Pavilion, and Duibo Pavilion are strategically placed within the garden, each offering a unique architectural charm. These ancient-style buildings, combined with the springs, rocks, blooming flowers, and lush greenery, create a harmonious and enchanting environment that captivates visitors.
Floral Garden
The Floral Garden is built on the former site of Wusan Street. At the center of the garden stands the “Jinan Massacre” Memorial Monument, surrounded by weeping willows gently swaying by the riverside. The garden features trellises covered with climbing plants and various species of roses, offering fragrant blooms throughout the year. Within the garden, there are multiple small bridges and cascading waterfalls formed by low stone arrangements, creating picturesque scenes reminiscent of the poetic imagery “clear spring flows over rocks” and “small bridge, flowing water, people’s homes.” The garden also boasts amusement facilities such as bouncy gorillas, rotating planes, small ambassador chairs, electric boats, and paddle boats. Additional services include a refreshment kiosk, a photography studio, a color photo developing center, and a craft and souvenir shop to enhance the visitor experience.
Liberation Memorial Pavilion
The Liberation Memorial Pavilion is situated at the southeastern corner of Huancheng Park, directly across the river from the renowned Black Tiger Spring. Jinan was liberated on September 24, 1948, and in 1965, the Jinan Municipal Government decided to construct the Liberation Pavilion at this site. Marshal Chen Yi inscribed the characters “Liberation Pavilion,” which were engraved in stone and gilded, then embedded on the southern side of the platform. Due to historical reasons, the pavilion initially consisted only of a base without the actual structure until its reconstruction in May 1985.
The platform of the Liberation Pavilion stands 11 meters high, with the pavilion itself reaching 24.1 meters, covering an area of 618 square meters. The architecture adopts traditional Chinese styles and consists of two floors. The ground floor houses the Memorial Hall, where a three-meter-high sculpture stands at the center. Surrounding the exterior walls of the Memorial Hall are eight stone-carved relief panels, collectively spanning 35 meters and depicting scenes of historical significance. The second floor serves as a viewing hall, offering panoramic views from the 1.8-meter-wide terrace that extends for 108 meters. Inscriptions on the walls of the platform narrate the battles of the Jinan Campaign and the historical significance of the pavilion’s construction.
